Here is part two of the tutorial series. This one goes into a lot of detail, and can hopefully dispel a few misconceptions about pony anatomy.

I drew all the pictures with Paint Tool SAI and then imported them into Adobe Flash to make the tutorial.
However you can do pretty much the same things in Photoshop, or GIMP, or FireAlpaca, or Sketchbook Pro, or a whole bunch of other programs. It's really up to whatever you're most comfortable with.
Nah, the animation/interactivity is all flash. If you want to make something like this you'll need Adobe Flash. You can make GIF animations in photoshop though, kinda like my avatar.
As for getting flash for free, I'm afraid you're going to have to look elsewhere. If you talk to someone who's good with computers they can probably tell you how, but I can't condone that
